Adding statistics filter

Zhe Wang requested to merge zhe.wang/vtk-m:add_statistics_filter into master

This filter tries to wrap the existing DescriptiveStatistics worklet into a filter. The statistics filter will be used by vtkh and simplifies its code here. More discussion and background information can be found here.
