CI: Generate a tmp commit for Ascent build

Vicente Bolea requested to merge vbolea/vtk-m:fix-ascent-build into master

Here we do what we have discussed in the previous conversation, we create a new commit that we push to the ECP GL repo. In addition to that I added a message that indicates the url of the ECP pipeline to help developer localize the build since now it has a different commit sha.
