Add spock ci

Vicente Bolea requested to merge vbolea/vtk-m:add-spock-ci into master

This builds will run nightly since there is no other provided method of trigger builds in Enclave ECP CI

Builds can be seen in CDASH and in the ECPCI gitlab mirror project:
