doc: add release roadmap
Here is an extract of the changes I proposed for the following roadmap of minor releases.
Note that we increase the cadence of release of 4 per year, however, this plan proposed 2 of those not to be "supported". As for the tenure of support I propose 1 year (2 previous supported release at most)

Legend
- Version: Only counts major and minor versions, patch releases are released unscheduled as needed.
- Date: Scheduled date for the Final Release of the corresponding release.
- Delay: Days of delay between scheduled date and release date.
- Life-cycle: The duration of the support:
- Long Term, usually maintained for one natural year, it might use a specific-release support branch if it is not the latest release.
- Short Term, usually maintained until the next minor release, usually 3-6 months.
