Fix documentation for backport release command

Kenneth Moreland requested to merge kmorel/vtk-m:backport-at-bottom into master

For the Backport: release command to work on a MR, it needs to be at the bottom of the description of the MR. However, ReleaseHotFix.md claimed it could be anywhere in the description. Fix that.
