Enable vectorization

Robert Maynard requested to merge robertmaynard/vtk-m:enable_vectorization into master

Allows the user to enable vectorization and do select what form (avx,avx2,avx512).

Also adds basic vectorization pragma's to the TBB and Serial backend.
