Fix issues with PerlinNoise source

Kenneth Moreland requested to merge kmorel/vtk-m:perlin-noise-updates into master

There were a few issues with the PerlinNoise source that these changes fix:

  • The functionality was missing a regression test
  • There was no changelog
  • You had to specify a seed, which is a problem if you want a different random field every time
  • The dashboard had some type conversion warnings
