Export configuration to Makefile

Li-Ta Lo requested to merge ollielo/vtk-m:mk_config into master

This MR export some CMake values in Makefile and pkg-config .pc format. This will allow legacy Makefile based application to know things like include/library flags/path.

This MR address Makefile flags milestone.
