Add Gitlab build with AMD HIP

Vicente Bolea requested to merge vbolea/vtk-m:add-radeon-build into master

In this MR we enable a new CI builds with VTKm+Kokkos+Hip.

  • Since it is very experimental and takes longer then other builds, this build will only run in master and release branches as scheduled builds, otherwise it is manual
  • it does not works with sccache.
