CI: adds .kitware-release.json

Vicente Bolea requested to merge vbolea/vtk-m:add-kitware-release-json into release

Right in time before our next RC, this file is needed to enable a new update-mr script developed by @ben.boeckel which it will greatly automatize the release process for VTKm
