Update ubuntu1804+cuda from 10.1 to 11.1

Robert Maynard requested to merge robertmaynard/vtk-m:update_ci_to_tests_cuda_11 into master

The image was previously using 10.1 which has issues generating ptx for numerous filters. Moving to a newer CUDA version corrects these issues
