gitlab-ci test jobs better handle false positive failures

Robert Maynard requested to merge robertmaynard/vtk-m:avoid_false_positive_ctest_failures into master

Hopefully this finally fixes the issue when ctest had to re-run failed tests and those test pass we now consider it a successful run.
