VTK-m Timer now handles when devices fail at runtime

Robert Maynard requested to merge robertmaynard/vtk-m:timer_dont_init_devices_with_no_runtime_support into master

A device can fail during startup of vtk-m or mid execution due to issues such as OOM. Timer needs to be able to handle these situations gracefully
