Set device for CoordinateTransformFilter

Haocheng LIU requested to merge haocheng.liu/vtk-m:set-device-for-CoordinateSystemTransformFilter into master

By doing so, the vtkmCoordinateSystemTransform filter then can work properly.

Current error message.

@kmorel This is a follow up MR on !1392 (merged).

May I ask is it right for me to say that SetDevice is only needed when we want to expose the worklet to some devices(which is the general case. So we should call it whenever we create new worklet)?
