[WIP] Gaussian Splatter Worklet Header File

Merged Brent Lessley requested to merge blessley/vtk-m:add-gaussian-splatter into master

Initial, complete implementation of a header file for the Gaussian Splatter worklet. Resolution of compilation and logic errors is currently under progress, in addition to a UnitTestGaussianSplatter.cxx unit test file.
