Replace tabu package with xltabular

Kenneth Moreland requested to merge kmorel/vtk-m-user-guide:longtable-fix into master

The tabu package is deprecated, has known bugs, and has completely failed with the most recent version of LaTeX. Replace it with xltabular, which has all the features I need for a long table with a column that fills space.
