User guide

Caitlin Ross requested to merge caitlin.ross/fides:doc into master

This MR adds a user guide that is currently hosted on Read The Docs. Right now it's set to look at this doc branch on my fork, but once this is merged to master, I'll update it to pull from there along with set up a webhook so that every merge to master will automatically update the documentation.

Right now for API on the user guide, I've just added the classes and other things that are important for users (so DataSetReader for example) and not anything that is only used internally in Fides.
