CI: updates for linux builds

Caitlin Ross requested to merge caitlin.ross/fides:linux-ci-updates into master
  • use actual ADIOS2 and VTK-m releases for CI now since both are now quite stable compared to when Fides was first started and we often needed to use a commit hash between versions
  • make some changes to get ci more like vtk/paraview and preparing for adding mac and windows builds to ci
