read the docs requires .readthedocs.yaml config file now

Caitlin Ross requested to merge caitlin.ross/fides:fix-read-the-docs into master

See this post. I think this file is all that is needed, because I don't see that we were using any config file before, but just going with a default configuration. Though I don't think I can test it without merging, because the rtd build triggers on merging to master.
