Update qt_angle_backend

EvanHampton-Seequent requested to merge EvanHampton-Seequent/vtk:qt_angle_backend into master

I rebased the changes from qt_angle_backend onto the point of the v9.1.0 tag in VTK. I thought it looked a little cleaner than merging main into this branch.
