This MR is a follow-up to !498 (merged)

I just realized that the list endpoints need pagination. I'll have a look at how this is implemented for other endpoints.

I rebased to update the changelog in light of the 0.1707.0 release yesterday. I also removed the group_level_variables link from the API docs. Will merge once CI is done.
