Some endpoints return 500 Internal Server error when trying to fetch 100
results at once.

Beyond the `sudo` query parameter at least.

Mutation discovered that testing did not cover half-enclosed items.
Basically, detecting either bracket/quote was sufficient with the tested
data.

The default ordering might be keyset-capable, so use the `Default`
implementation to detect it.

When the content is not UTF-8, the actual encoding used needs to be sent
in the query. Also add a test that exercises the codepath.

As a side effect, the encoding is always specified when `content` is
provided.

The `milestone_id` member should be used instead.
