gitlab: use the new `add_label` field

Ben Boeckel requested to merge ben.boeckel/rust-ghostflow:gitlab-new-add-label-api into master

This does not require the set of all labels to be known, which may have been changed between when the issue was fetched and when the labels are to be added.

Requires a gitlab crate release.
