GitSetup: Update to version as of 2016-12-13

Brad King requested to merge brad.king/kwsys:developer-setup into master

Add scripts to update the GitSetup directory via subtree snapshot instead of merging in the history. Import a snapshot matching what we already had. Then merge a new version.
