config: use git-checks-config

Ben Boeckel requested to merge ben.boeckel/ghostflow-director:use-git-checks-config into master

This lets the git-checks define the IO structures and simplify the code in this crate.

I didn't see any changes that we'd need to make to our deployed configurations other than defaults provided here but required in the built-in configurations.
