gitlab-runner: update to 16.8.0

This drops upstreamed patches, replaces one with the upstream version, and updates the fpm requirement to build.

This is needed to access https://gitlab.com/gitlab-org/gitlab-runner/-/merge_requests/4468 which will allow us to get back a proper warning state for Windows builds again.
