scripts: add scripts from various repos

Adds scripts from various repositories to start with. Note that cmake/ is a bit of an outlier and contains a Python script to generate scripts for a given major.minor release.

Before we can use this to replace "mindeps" usage for CMake, see https://github.com/andrewmcwattersandco/git-fetch-file/issues/10.
