1) I removed the empty sections from the 2.12 release notes.

2) I rebuilt the third party libraries on the Ubuntu11.04 system and
   updated the config site file.

3) I changed XML2_INCLUDE_DIR back to XML2_INCLUDE_PATH in build_visit.
