I modified the build system so that -DMPI_NO_CPPBIND is added to
VISIT_PARALLEL_CFLAGS and VISIT_PARALLEL_CXXFLAGS so that the
xdmf_writer samples can be built with OpenMPI. I added a blurb
about the change to the release notes. This resolves #1446, #1450,
and #1659.
