Update to 4.6.0

Christos Tsolakis requested to merge christos.tsolakis/tiff:for/vtk-20231024-4.6.0 into for/vtk

most of our patches was easy to apply. Regarding the mangling, I added the symbols that appear in libtiff/libtiff.map but not in libtiff/vtk_tiff_mangle.h.

Compiling with VTK at master in vtk/vtk!10634 (merged) and checking via nm -g lib/libvtktiff-9.3.so does not show any unmangled symbol.
