We don't need TextMesh support in VTK. Remove those classes.

Clang warns when these are not used where they are included. Just remove
the `static` as they are templates and subject to `inline`-like
deduplication rules anyways.

Upped fmt and hdf5 versions to latest.
Changed `net_version` to `netcdf_version` similarly for `pnet...`

This reverts commit 106abec4.

* This is a revert of the change which is causing exodus.py to be in lib64

Thc change made to use CMAKE_INSTALL_LIBDIR is causing issues for the
installations due to the removal of the SEACAS_LIBDIR which was used
in the finding of libexodus.so for exodus.py. Using CMAKE_INSTALL_LIBDIR
will not currently work for this as it points to lib64 instead of lib
which is where libexodus.so is being installed.

This leaves us with a few choices with the revert of this being the easiest
option though likely not the option we want long term.

* Set CMP0144 to new behavior

Search <PKGNAME>_ROOT environment variables by default.  Basically, use
the new behavior explicitly, until it comes in implicitly via setting
the minimum CMake version to 3.27.
