Suppress UBSan in addition to ASan

Sean McBride requested to merge seanm/hdf5:suppress-ubsan-asan into develop

Also placed the attribute before the function, not in the middle.

In upstream HDF5 H5detect.c is finally gone, so this custom change for VTK is only a stopgap.
