Fix CMakeConfiguration for target VTKData

   VTKData Target should be defined before setting properties on it.

  With option VTK_DATA_EXCLUDE_FROM_ALL=ON, configuration fails with
'set_property could not find TARGET VTKData. Perhaps it has not yet been created.'
