docs: Document Header fixes

- Use first-level document header as document title Update documents under
  './Documentation/Doxygen/*md' and Thirdparty/UPDATING to use the first level
  header '#' only once to denote the document title.  This way the we can
  control the level of headers exposed in readthedocs content sections
  consistently.

- Remove 'VTK' from headers. No need for duplicating the VTK name everywhere

- rename The Wrapping Tools -> Wrapping Tools for consistency
