KWSys: Use EXPORT name only if installing library

Do not set KWSYS_INSTALL_LIBRARY_RULE just because the parent project set
KWSYS_INSTALL_EXPORT_NAME.  Require KWSYS_INSTALL_LIB_DIR to be set too.
