ENH: Add Segmentations closed surface to fractional labelmap conversion test

Fixed and moved from SlicerRT to a more relevant location.

Tests the conversion of a sphere closed surface to a fractional labelmap using vtkClosedSurfaceToFractionalLabelmapConversionRule.
