I haven't verified this, but the change to deprecate ITK_USE_REVIEW was after 4.4 was release. It appears the Module_ITKReview is not fully usable in the prior versions of ITK.

I have not fully tested this as I don't know why my local version is working, but this basically undoes a prior commit.

BUG: Still define ITK_USE_REVIEW for ITK v4.4
