Remove build dicom support

Hans Johnson requested to merge github/fork/hjmjohnson/REMOVE_BUILD_DICOM_SUPPORT into master

Recent discussions indicated that we should no longer support building slicer without dicom support. This patch set removes the option of turning off dicom support.
