ENH: Show build information in Windows shortcut names for nightly builds

Previously, multiple installations of nightly builds would result in indistinguishable shortcuts named "Slicer" on the Windows 8 start screen/Windows 10 start menu. This commit adds the build information to the shortcut name for nightly builds. Released builds will still show "Slicer".

An example of a nightly build shortcut name is now:

Slicer 4.4.0-2015-09-24
