Update of ResampleDTIVolume tests

2 tests were failing or had been commented out for ResampleDTIVolume (CLI). -itkTestMainExtendedScalarTest: Test data was missing since Slicer4 (test was still pointing where data was in Slicer3). The baseline image was added to the project and the test was updated. -ResampleDTIVolumeBSplineInterpolationTest: Test was not passing anymore because BSpline interpolation algorithm has been updated. Test has been updated.
