This is actually a bug in flex, not the grammar file.

VTK doesn't need to know HDF5's soversion settings.

VTK doesn't need to expose all of HDF5's cache settings in its build; it
can instead just make the decisions itself.

These were checked for at configure time, but nothing in the code cared
about their results. Remove the checks.

In 2347bffa, the `LINK_FLAGS` property
was mistakenly changed to an `INTERFACE` rather than a `PRIVATE` link
option.

The configured headers only supported this being "H5", so just make it
such in the CMake code as well.
