Correcting CMakeList to compile and install Serial/Parralel version only when needed

Mathieu Westphal (Kitware) requested to merge mwestphal/visitbridge:VisitBridgeLibSerParCond into master

libvtkavtdatabase and libvtkavtpipeline were previously built in serial and parralel version when compiling with VISIT_PARALLEL

It is not necessary.
