DecimatePolyLine: Custom Field Strategy parameter uses a combo box

Replaces the DecimatePolyLine filter's Custom Field strategy's "Field Name" parameter from a text box to a combo box containing source data's point arrays, preventing wrong behavior.

vtk/vtk!11229 (merged) Fixes another aspect of the problem, but the MRs are independant
