[master] Resolve: Manual release testing in new-release template

Cleanup new-release.md template for the master branch and add steps to

  • restore step about uploading the Getting Started with ParaView Guide
  • manually test in client-server mode with Classroom tutorials
  • add note about regenerating latest docs
