Fix shortcut config file

Mathieu Westphal (Kitware) requested to merge mwestphal/paraview:fix_shortcut_conf into master

For some reasons, the original shortcut implementation did not rely on the standard pqSettings but used its own.

This fixes it.

There is no way to test this feature at all because of QtTesting limitations.
