RealNumberFullNotation: Add low and high exponent settings

  • Update VTK to get new vtkNumberToString implementation
  • Add low and high exponent full notation settings and use these settings when needed
  • deprecate some methods from pqDoubleLineEdit and remove deprecated usages from ParaView
  • Remove a test exclusions following VTK update (fix #21852 (closed))
  • Fix small xml issues in settings
