Improve Qt translations loading

NicolasB requested to merge nicolasB/paraview:qt-translation-loading-fix into master

Qt bundled translations can now be loaded either from system installation directory or from ParaView shared directory. Useful for portable builds of PV, with Qt inside its root dir.
