Update VTK and test a specific behavior of the ParticleTracer

  • Update python wheels for new python versions
  • Renamge HTG file to .inl
  • VTK version update to 9.2.2
  • Fix a nullptr issue in vtkXMLTreeReader
  • Remove egrep usage
  • Rename GhostArray in vtkParticleTracer
