Fix paraview.web.venv for Windows

Patrick Avery requested to merge patrick.avery/paraview:windows-paraview-web-venv into master

On Windows, the python site-packages directory is located in the virtual environment at "Lib/site-packages" rather than "lib/pythonX.Y/site-packages". Add some logic to handle that.
