Mouse wheel zooms to cursor position

  • Closes #21190 (closed)
  • Previously, you had to hold down Ctrl key in order to zoom to the mouse position.
  • This commit adds an option under Settings/Camera/Mouse Wheel Options that enables zoom to mouse without the need to hold down Ctrl key.
